A website for a day-care centre has one job: explain what you do, for whom and where, earn enough confidence for a parent to enquire, and make enquiring easy. Both are usually a half-hour job for whoever built the site, and worth doing before you spend anything on sending more people to it. A baseline is recorded first, so a report can say what changed rather than describe activity. If something is not earning, we say so and stop it.

Not always. If the site is slow, says the wrong things and hides the phone number, a rebuild is usually cheaper than fixing it piecemeal. If it is structurally sound, a few changes may lift enquiries more than a redesign. We look first and say which.
