They need different budgets and different measures, and a franchisor who runs them from one pot does both badly.

A franchisor runs two marketing jobs at once. How buyers decide
How franchise systems are chosen.
On the development side, a candidate is usually leaving a corporate job and looking at several brands at once. He starts on a portal such as Franchise Gator or BizBuySell, or he is brought to you by a broker who will want a fee on the deal. He fills in four forms in an evening. The brand that calls back within the hour gets the first real conversation, and that conversation decides who he keeps talking to.
What he is judging is different from what a customer judges. Investment range, working capital, how long until a unit breaks even, and what territory protection actually means. Then whether the founder is still involved, and what existing franchisees say when he calls them. Almost none of that can be promised in an advertisement, because only the figures in Item 19 of your disclosure document may be used at all. The brands that do well here answer plainly and refuse to oversell.
For a franchisee's own customers, the decision is entirely local. A parent choosing a tutoring centre and a homeowner choosing a cleaning service both decide inside a few miles. What decides it is the map result, a set of recent reviews and a phone that gets answered. National brand awareness helps them recognise the name. It does not make the booking.
