Split the fee into three: their time, your media spend, and production. An agency that cannot split them has not planned the work.
Ask what a report looks like in a month where nothing improved. If it would still be full of green arrows, the report is a product, not a measurement.
Ask who owns the ad accounts, the analytics, the content and the data on the day you leave. The answer should be you, and it should be in writing.
