When would you tell us not to do this?
When the roster is why people leave and the roster is not open for discussion. A fourteen-and-fourteen published on your site and then ignored during turnaround is worse than publishing nothing, because the operator who joined on it says so at the diploma institute you recruit from. Fix the rota, then ask us.
How much does it cost?
