When do you need orders?
Ads work the day they are switched on and stop the day you switch them off. If the answer is “this quarter”, that is the channel, and SEO will not rescue you in time.
Does anyone search for this?
Some products have no search demand — nobody types the term because they do not know the category exists. Both channels fail there, and the answer is outbound or trade.
What does a click cost in your category?
In legal, education and real estate, paid clicks are expensive enough that SEO pays back faster. In a niche industrial term, ads are cheap and immediate.
Can your site convert at all?
Both channels send people to the same page. If that page does not convert, paying for traffic loses money faster and SEO simply wastes a year.

Paid search tells you within weeks which terms bring buyers and which bring browsers, and that is the most useful input SEO can have. Running ads first and then building content around what actually converted is faster and cheaper than guessing at keywords for a year.
The exception is a category where clicks are so expensive that testing is unaffordable. There you research first and accept a slower start.

Can we do both?
Yes, and most businesses eventually should. The question is which comes first when the budget only stretches to one, and that is decided by when you need the orders.
Is SEO dead because of AI answers?
No, but what wins has shifted. Answer engines lift clear, specific, well-structured pages, which is what good on-page work already produced. Thin pages written to rank for a term you do not really serve are worth less than they were.
How long until SEO pays back?
On a sound site in an uncrowded market, something worth reporting by month six to nine. On a broken site, the first months are repair. Anyone giving you a date is guessing at an algorithm they do not control.
