When do we say a trader has lapsed?
When he skips a season in which he normally stores. A trader who stores in alternate years is not lapsed in the off year, so decide from each trader's own pattern and record the date you made the call.
Should we offer a discount to win a trader back?
Not first. Call, ask why he went, fix what you can and tell him what has changed. A discount offered first teaches every trader to leave and come back.
Who should make the calls?
The person the trader knows: the owner or the long-serving manager. For food brands, the person who answers quality questions. A new executive reading from a list makes a poor first call.
