Where should a small agency start?

Do we need the travel portals as well?
For filling seats on a group departure, sometimes. The portal keeps the customer and takes a share, so build the direct enquiries and the repeat travellers first and treat a listing as a way to fill the last few seats.
How do we stop people using our itinerary to book on their own?
Send a clear summary first and the detailed hotel-by-hotel plan once the traveller has confirmed interest or paid a small booking amount. Follow up within a day of sending any quote, because the traveller who hears back quickly rarely rebuilds the trip alone.
Should we list our packages on large travel portals?
It can help a tour operator fill group departures, but the portal owns the customer relationship and takes a share. We usually build direct enquiries and repeat business first, then decide on portals for specific departures.
