Selling beyond tenders to Rourkela and Balasore buyers

How a Rourkela or Balasore workshop that lives on tender notices builds a short list of private plants, mines and mills, finds the person who decides, and sends an offer they can try.

If every order you take comes through a tender notice, your sales run on someone else's calendar. Around Rourkela and Balasore there are private buyers who need the same parts and repairs without a tender: sponge-iron and re-rolling plants, iron-ore mines, rice mills and seafood processors. Build a list of thirty of them, find the person who runs maintenance at each, and make one clear offer they can try. Keep bidding for tenders. Just stop waiting for them.

What the tender habit costs a Rourkela workshop

Many Rourkela workshops grew up supplying the steel plant on tender, and the habit can run deep (the Odisha page covers the state's industry).

The cost is not only the gaps between notices. Tenders are often decided on the lowest valid price, so a workshop that knows a buyer's problem better than anyone is paid like the bidder who does not. And the engineer who would choose you for a private order may not know your name.

Balasore runs to a different clock. Rice mills want their machines repaired before the paddy arrives after the kharif harvest. Processing units want work done before the catch season restarts. Call them in the slack months, not in the rush, when nobody will take a meeting.

Thirty names, and the right person at each

Thirty is enough to keep you busy and small enough to call every one. Find them in places you already know. The bearing and spares shops near the plant gates know who buys what. So do the transporters who carry your goods and the scrap buyer who collects your turnings. Your own machinists may have worked at half these plants. Building a qualified B2B prospect list covers the rest.

A name earns its place on the list when you can answer three questions:

  1. Does this plant run the equipment you make parts for or repair?
  2. Who maintains it, an in-house team or a contractor, and what is that person called?
  3. How does it pay, according to two vendors who already supply it?

A plant that fails the third question stays off, however big it is.

The offer a maintenance head can say yes to

Do not send a profile listing "all kinds of fabrication, machining and casting". Make one offer, about one part, to one person. For example:

Namaskar. We cast manganese steel jaw plates and cone liners in Rourkela, mostly for steel plant contractors until now. Send us a photo of a worn liner with its main measurements, or the drawing, and we will quote a price and a delivery date. For a first trial, we can supply one liner to run against your present supplier's, so you can compare the running hours yourself.

Then ring and ask for a fifteen-minute visit, with a sample piece in the car. Plants run shifts, so avoid shift-change hours. When the rate request comes back on WhatsApp, answering a private buyer's rate request sets out the desk routine.

For example: crusher liners from Rourkela

Imagine a Rourkela foundry and machine shop that casts crusher liners and wear parts, with most of its work from steel plant tenders. The details are illustrative.

When tenders thinned out, the owner bought a directory for about ₹15,000 (an invented figure), emailed a twelve-page company profile to two hundred addresses, and got two replies, both from other vendors. The owner went back to waiting for notices.

Two hundred strangers had received a brochure about everything the shop made, and none had a worn liner on the desk that week. The second attempt was smaller: thirty mines and crushing units around Barbil and Joda, checked against the three questions. The foreman, who had once worked at a crusher there, knew the crusher in-charge at six of them by name. The owner sent the one-part offer above, then drove out with a worn liner and a new one in the boot. Two of the six agreed to a trial set, and one of those two found the first liner a few millimetres off and sent it back. Tender work carried on alongside, as it should.

When to stay with tenders

Some workshops should keep tenders at the centre. If your product is made to a public sector specification that private plants do not use, the private market for it is thin. If your shop floor is full, a private trial delivered late will cost you more than it earns.

And watch the money. Private plants pay on their own terms, and small sponge-iron units shut down when the market turns. Ask for part payment in advance on first orders. Never let one private buyer owe you more than you could afford to lose. Registering with the larger plants is covered in plant and mine vendor lists.

Name the one part, then ask your foreman

Before any list, decide the single part or repair you do better than anyone within a day's drive. Then ask your foreman and machinists where they worked before, and who ran maintenance there. Their answers are often the first ten names. The remaining twenty researched and the first calls made is prospect research and list development; tell us what you need to start.

Questions

Questions owners ask.

Do private plants also ask for vendor registration?
The larger ones do, with a shorter form than a public sector buyer. Smaller plants and mills will issue a purchase order after a trial and a visit. Keep your registration papers, bank details and a one-page profile ready either way, so a yes is not lost to paperwork.
Should we quote private buyers lower than our tender rates?
Price the job, not the channel. A private buyer compares you with the current supplier, not with the last tender result. Quote what the work needs, and use credit terms and the trial offer, rather than a cut rate, to win the first order.
How many private buyers can a small workshop take on alongside tenders?
As many trials as your shop floor can deliver on time while tender work runs. A trial delivered late does more damage than no trial. Start with three or four, and add more only when the first ones have been supplied and paid.
