Should we buy a list of CTOs and IT heads?
No. Such lists are out of date and people on them did not ask to be contacted. A CTO who gets a cold pitch for something unrelated to a live problem deletes it. India's data protection law also expects a lawful basis for using personal details, so check with your adviser.
A student filled in the assessment form. Does it count?
Not as a lead. Mark it as a non-buyer with the reason, and keep a note of how many arrive so you can improve the form. A field asking which cloud account or server estate they run filters most of them.
The same company reaches us through three people. Is that three leads?
One account with three contacts. Merge the records, note who raised each, and tell the salesperson who owns the account. Several people asking independently often means a decision is close.
