Can we list an office we do not staff?
Not as a storefront, and a fake address gets the listing suspended when somebody complains. Hide the address, set service areas, and include the warehouse only if a person is there during your stated hours.
Should we create a listing for every town we serve?
No. One listing with correct service areas is the supported way to do it, and duplicates get removed. Build town pages on your website instead, and let the single profile carry the map.
Should we keep buying shared leads?
Only if somebody can be first to the phone. The marketplace sells that form to several movers, and speed is the only edge available on it. We measure cost per booked job by source and let the number decide, which often moves budget into Local Services Ads and reviews instead.
