How far ahead should we start on a campus we want?
Before the incumbent's contract enters its notice window, which is why we research end dates first. Once the RFP is out, your influence is limited to writing a good submission. Before it, you can shape what the scope even asks for.
We clear the technical round and lose on price. Why?
